Driving in Ireland on a Ukrainian licence

How long you can drive, what insurers say, and why sitting the theory test early is the sensible move.

The rules for Ukrainian drivers in Ireland have changed more than once since 2022 and continue to change. The only reliable sources are the NDLS and Citizens Information pages; everything else, this article included, goes out of date.

What stays true

• Insurance matters more than the licence. An Irish insurer decides for itself whether it recognises your licence and your years of driving. Ask before you drive.
• Permission to drive on a foreign licence is always temporary, and never turns into an Irish licence by itself.
• The theory certificate lasts two years and is not tied to your residence status, so it can be done early and calmly.
• Holders of a full licence from a non-exchange country are usually eligible for the reduced six-lesson EDT.

The practical advice is to start with the theory test. It needs no car, no instructor and no NDLS appointment, and it clears the first real barrier: the English terminology, which trips people up more often than the rules do.
